Calculating the true cost of importing goods into Africa requires understanding far more than a single duty rate. The total landed cost of a shipment includes the customs import duty itself, value-added tax (VAT), a range of country-specific levies and charges, and the freight and insurance costs that together form the CIF value on which most duties are assessed. This guide explains how each component works across Africa’s major trading nations.
The vast majority of African customs authorities assess import duty on the CIF (Cost, Insurance and Freight) value — the total value of goods at the destination port, including purchase price, marine insurance and international freight. Importers who under-declare freight costs or omit insurance face penalties and potential seizure of goods at customs.
Nigeria operates one of Africa’s most complex import duty structures, administered by the Nigeria Customs Service. General rates range from 0% on raw materials to 35% on finished consumer goods. Additional charges include CISS (7%), ETLS (1%), NESS (0.5%), and VAT of 7.5% on CIF plus duty. For electronics, the combined tax burden can reach 35–55% of CIF value.
Kenya, Tanzania, Uganda and Rwanda operate under the EAC Common External Tariff: 0% for raw materials, 10% for intermediate goods, 25% for finished goods. Kenya adds IDF (2.5%) and RDL (2%); VAT is 16%. Intra-EAC trade benefits from the EAC Customs Union Protocol with reduced or zero duty.
South Africa’s duties are administered by SARS and range 0%–45%. As a SACU member, goods from Botswana, Lesotho, Namibia and Eswatini often enter duty-free. Anti-dumping duties on certain goods (e.g., textiles from China) can reach 40–150% of customs value. VAT is 15%.
The African Continental Free Trade Area (AfCFTA) covers 54 AU member states and aims to eliminate tariffs on 90% of intra-African goods by 2030.
